Department of the Navy (DON) Forms Management Program, 24 December
1992 was cancelled by separate administrative action.
This Manual specifies procedures for forms management within the
Department of the Navy. Effective forms management ensures that
the number of forms utilized by the Department is minimized and
that those in use are effective, efficient, and economical.
This Manual is effective immediately; it is mandatory and
applicable to the Offices of the Secretary of the Navy, The Chief
of Naval Operations (CNO), the Commandant of the Marine Corps
(CMC), and all Navy and Marine Corps activities, installations,
commands, ships, and stations.

This Manual specifies procedures for implementing an internal control program
throughout the DON. An effective internal control program will serve as management’s
basis for the DON annual Statement of Assurance.

SECNAV M-5210.1, DEPARTMENT OF THE NAVY RECORDS MANAGEMENT PROGRAM RECORDS MANAGEMENT MANUAL [NOV 2007 (Rev.)]. The Department of the Navy (DON) Records Management (RM) Program establishes policies
and procedures for life-cycle management (creation, maintenance, use, and disposition) of DON
records. This manual provides guidelines and procedures for the proper administration of a
records management program.
This manual implements the policy set forth in Secretary of the Navy Instruction
(SECNAVINST) 5210.8D, Department of the Navy Records Management Program, 31
December 2005 and is issued under the authority of SECNAVINST 5430.7N, Assignment of
Responsibilities and Authorities in the Office of the Secretary of the Navy, 9 June 2005.
This manual replaces SECNAV Manual M-5210, Department of the Navy, Navy Records
Management Program, Records Management Manual, December 2005. Revisions were made
throughout and major changes were made to the disposition schedules for DON records
contained in Part III. The disposition schedules are listed by Standard Subject Identification
Code (SSIC). The schedules incorporate National Archives and Records Administration
(NARA) records disposition policies and guidelines and have been approved by the Archivist of
the United States, as required by Title 36 Code of Federal Regulations (CFR) Chapter XII. This
manual is the single records disposition authority for all DON records.
This manual is effective immediately; it is mandatory and applicable to the offices of the
Secretary of the Navy, Chief of Naval Operations (CNO), Commandant of the Marine Corps
(CMC), and all Navy and Marine Corps activities, installations, and commands.

Navy File Maintenance procedures and Standard Subject Identification Codes, 20 October 1987

This Manual specifies filing and record maintenance procedures and provides Standard Subject
Identification Codes (SSIC) for the Department of the Navy (DON). SSICs are the standard
system of numbers and letter symbols used throughout the DON for categorizing Departmental
records by subject. SSICs serve as the taxonomy for all Departmental records.
This Manual is effective immediately; it is mandatory and applicable to the Offices of the
Secretary of the Navy, The Chief of Naval Operations (CNO), the Commandant of the Marine
Corps (CMC), and all Navy and Marine Corps activities, installations, commands, ships, and

SECNAV M-5239.1, DEPARTMENT OF THE NAVY INFORMATION ASSURANCE PROGRAM INFORMATION ASSURANCE MANUAL (NOV 2005)., Information Assurance (IA) is a cornerstone of the Department of the Navy (DON)
transformation to a secure interoperable, net-centric Naval Information Management/Information
Technology Enterprise. The security and superiority of DON information, systems, and
personnel is key to our maritime dominance and national security. We take a Defense in Depth
(DiD) approach to IA, layering IA principles and controls that apply to people, processes, and
technology. The path to a net-centric environment is rife with opportunities and risks. To retain
an agile IA posture, DON integrates IA controls throughout all facets of the Enterprise. We must
all accept the challenges presented in a net-centric, interconnected environment, especially that
risk assumed by one system is incurred by all systems.
This Manual implements the policy set forth in Secretary of the Navy Instruction
(SECNAVINST) 5239.3A, Subject: "Department of the Navy Information Assurance Policy"
and is issued under the authority of SECNAVINST 5430.7N, Subject: "Assignment of
Responsibilities and Authorities in the Office of the Secretary of the Navy." This Manual is
intended to serve as a high-level introduction to information assurance and IA principles. It
discusses common IA controls and associated requirements and reviews the Department of
Defense strategy for implementing those controls. Future manuals in the SECNAV Manual
(SECNAVMAN) 5239 series will address other topics such as IA roles and responsibilities, basic
IA practices and procedures, and IA incident reporting and response, etc.
This Manual is effective immediately; it is mandatory and applicable to all DON activities,
installations, commands, units, and personnel, and DON owned or controlled information
systems. Nothing in this manual shall alter or supersede the existing authorities and policies of
the Director of National Intelligence regarding the protection of Sensitive Compartmented
Information and special access programs for intelligence.

Personnel Security Program (PSP) under the authority of Executive
Order (EO) 12968, Access to Classified Information, reference (a)
and EO 10450, Security Requirements for Government Employees,
reference (b), and in compliance with Department of Defense (DoD)
5200.2-R, DoD PSP Regulation, January 1987, reference (c) and
incorporates policies provided in the Navy Department Supplement
(NAVSUP) to the DoD Sensitive Compartment Information (SCI)
Security Manual DoD DIR 5105.21.M-1 of 18 March 1997, reference
(d) and the DON Information Security Program (ISP) Policy Manual,
SECNAV M-5510.36 of June 2006 reference (e). The objective of the PSP is to authorize initial and
continued access to classified information and/or initial and
continued assignment to sensitive duties to those persons whose
loyalty, reliability and trustworthiness are such that
entrusting them with classified information or assigning them to
sensitive duties is clearly consistent with the interests of
national security. Additionally, the PSP ensures that no final
unfavorable personnel security determination will be made
without compliance with all procedural requirements.

(DON) Information Security Program (ISP). The ISP applies
uniform, consistent, and cost-effective policies and procedures
to the classification, safeguarding, transmission and destruction
of classified information. This policy manual also provides
guidance on security education and the industrial security
program. The term "classified information" is used throughout
this policy manual to describe classified material in any matter,
document, product, or substance on or in which classified
information is recorded or embodied, including that classified
information that resides on classified Information Technology
(IT) systems.
