Coast Guard coating and color policy and selected procedures for all vessels, buildings, structures, fixed
equipment, and aids to navigation. While the Coatings and Color Manual, COMDTINST M10360.3B,
does authorize different coating systems from revision A, implementation of this Manual does not
constitute a significant change in Coast Guard policy. Accordingly, this Manual qualifies for
Categorical Exclusion 33 under the National Environmental Policy Act (NEPA) and therefore does not
require NEPA analysis.

It is intended for use by Auxiliary flotillas, Directors of Auxiliary, and Coast Guard units that administer the Auxiliary training program. This program is based on the program used by the active duty component of the Coast Guard. To foster mutual understanding and interoperability, active duty nomenclature and procedures are used to the greatest extent possible. Where the Auxiliary program differs from that used by the active duty component, that is due to the unique needs of civilian volunteers operating non-standard recreational boats in the Auxiliary's mission profile.

mission area. It is imperative that we raise the visibility of the Coast Guard’s services to the
public. Effective public education campaigns have reduced our search and rescue workload
and reduced the number of unnecessary deaths in recreational boating and the commercial
fishing industry. Public awareness has helped the Coast Guard combat drug smugglers,
locate alien migrants, identify poachers in America’s fisheries and protect the nation’s
marine environment. Only by informing the public of the services the Coast Guard provides
and establishing relationships with the communities we serve will we continue to enjoy the
support of Americans: support they show by funding our efforts with their tax dollars;
support they show when they cooperate with our operations; support they show by joining
our ranks – as active duty members, Reservists, Auxiliarists and civilian employees. Without
the support of the American public, the Coast Guard could not operate and might not even
exist.
