TO 00-20-1 TECHNICAL MANUAL AEROSPACE EQUIPMENT MAINTENANCE INSPECTION, DOCUMENTATION, POLICIES, AND PROCEDURES (CHANGE 4 - 1 SEPTEMBER 2006). This Technical Order (TO) establishes the policies and procedures for use of the 00-20- series TOs and provides
weapon system and equipment maintenance inspection and documentation guidance. It also implements the policies of AFI
21-101, Aerospace Equipment Maintenance Management; AFI 21-116, Maintenance Management of Communications-
Electronics; and AFI 11-301, Aircrew Life Support (ALS) Program; and AFI 21-102, Depot Maintenance Management.
1.1.2 Unless otherwise specified, the term “AEROSPACE EQUIPMENT” in this technical order refers to weapon systems
and equipment such as aerospace vehicles, equipment, missiles, nuclear weapons, Test Measurement and Diagnostic
Equipment (TMDE), ground Communications-Electronics (C-E) equipment, trainers, training equipment, engines, life
support equipment (LSE), industrial plant equipment, all related support equipment (SE). This technical order is applicable to
all organizations maintaining this equipment.

documenting entries on weapon systems, support systems, and equipment that has been selected for reporting by the
equipment manager, as indicated by the MICAP/MDD/TCTO settings on the Standard Reporting Designator (SRD). This TO
also explains the Visibility and Management of Operating and Support Cost (VAMOSC), Core Automated Maintenance
System (CAMS), Improved Maintenance Management Program (IMMP), Precision Measurement Equipment Laboratory
Automated Management System (PAMS), CAMS for Mobility (GO81), Reliability and Maintainability Information System
(REMIS), and Comprehensive Engine Management System (CEMS). It provides an authoritative source for certain codes
used and entries required in the MDD process, reporting rules, and documentation for cannibalization actions.
TO 00-20-2 provides policy and/or guidance for the individual maintenance activities (Chapter 8) for the collection and
documentation of maintenance data.

degree of management control presently provided for hardware. ACPINS provides a system to identify, manage, requisition,
and distribute MCS for NSS, which must be designated and managed as configuration items. Determination and designation
of the CSCI is the responsibility of the software manager. A CSCI may consist of a single computer program, or a group of
computer programs, which satisfies an end-use function. The configuration of a CSCI is identified through baseline
documentation. The software manager may choose to identify the software at a level lower than the CSCI. The software item,
either a CSCI, or a Computer Software Component (CSC), (both referred to in this manual as CSCIs), and related
documentation will be assigned a CPIN. The data system that is used for assigning and controlling the CPIN is the USAF
ACPINS.

87929C, Appendix F. NDI procedures SHALL be detailed step-by-step instructions with illustrations so a qualified NDI
technician can perform the required inspection. In addition this manual provides guidance in safety guidelines of these NDI
methods.
