(b) This NPR describes various types of correspondence and communications designed to improve the management and flow of NASA information. It also provides guidance for preparing, documenting, and disseminating effective communications to the widest possible audience as prescribed by NASA Policy Directive (NPD) 7120.4C, Program/Project Management, and NPR 7120.5C, NASA Program and Project Management Processes and Requirements. (c) This NPR prescribes "plain language" format and style for preparing correspondence and communications.

NPR 7123.1, NASA SYSTEMS ENGINEERING PROCESSES AND REQUIREMENTS. The purpose of this document is to clearly articulate and establish the requirements on the implementing organization for performing, supporting, and evaluating systems engineering. Systems engineering is a logical systems approach performed by multidisciplinary teams to engineer and integrate NASA's systems to ensure NASA products meet customers' needs. Implementation of this systems approach will enhance NASA's core engineering, management, and scientific capabilities and processes to ensure safety and mission success, increase performance, and reduce cost. This systems approach is applied to all elements of a system and all hierarchical levels of a system over the complete project life cycle.

Software engineering is a core capability and a key enabling technology for NASA's missions and supporting infrastructure. This NASA Procedural Requirements (NPR) supports the implementation of the NASA Policy Directive (NPD) 2820.1, NASA Software Policies. This NPR provides the minimal set of requirements established by the Agency for software acquisition, development, maintenance, operations, and management. This NPR is intended to support NASA programs and projects to accomplish their planned goals (e.g., mission success, safety, schedule, and budget) while satisfying their specified requirements. This NPR provides a thorough, but not all inclusive, set of software engineering requirements in generic terms to be applied throughout NASA and its contractor community.

NPR 8715.3B, NASA GENERAL SAFETY PROGRAM REQUIREMENTS. a. This NASA Procedural Requirements (NPR) provides the basis for the NASA Safety Program and serves as a general framework to structure more specific and detailed requirements for NASA Headquarters, Programs, and Centers. This document does not stand alone and is to be used in conjunction with the references listed in paragraph P.4. b. This NPR is directed toward safety requirements and is not meant to provide requirements for occupational health or environmental health personnel or to provide requirements for occupational health and environmental activities. Some health and environmental safety references are included to assist Center safety personnel in interactions with occupational health and environmental personnel. Occupational safety and health requirements that implement 29 CFR Part 1960, Basic Program Elements for Federal Employees, Occupational Safety and Health Programs and Related Matters, are specified in NPR 8715.1, NASA Occupational Safety and Health Programs. Environmental requirements are specified in NPD 8500.1, NASA Environmental Management. c. This NPR does not provide requirements for emergency planning. Emergency planning requirements are specified in NPD 8710.1, Emergency Preparedness Program. d. To address special processes and/or discipline-unique processes, the Office of Safety and Mission Assurance publishes standards that provide specific instructions that are beyond the scope and detail of this document. A listing of applicable Federal requirements, NPRs, and standards can be found in paragraphs P.3 and P.4 of this NPR.

NPR 8715.6, NASA Procedural Requirements for Limiting Orbital Debris. The purpose of this NASA Procedural Requirements (NPR) is to provide requirements to implement NASA’s policy for limiting orbital debris generation per the U.S. National Space Policy of 2006, Section 11, the U.S. Government Orbital Debris Mitigation Standard Practices, and as a part of NASA’s policy for safety and mission assurance programs as defined in NASA Policy Directive (NPD) 8700.1, paragraph 1a. Any noncompliances to orbital debris requirements, including those for reasons of mission requirements and cost effectiveness, require a variance to this NPR.

NPR 8800.15A, Real Estate Management Program Implementation Manual. This NPR provides a ready reference to policy and requirements for the management and utilization of NASA Real Property assets. The document is designed to provide uniform and orderly processes for meeting NASA`s strategic and infrastructure Real Property needs against a background of reinvention and fundamental changes to management approach. As the asset management reengineering proceeds, successive revisions to this document will reflect the most current approach to these fundamental processes. To provide NASA procedures and requirementss during the transition from past management processes, this NPR contains much of the text from existing implementation manuals, form instructions, and other documents arranged into chapters based on the current understanding of the core process of asset management. The specific instructions on the recordkeeping forms, the data required for their completion and the codes to be used, have been arranged in appendices to the process oriented chapters. This is to allow more convenient reference and updating of individual appendices as details of the subprocesses and activities evolve. This NPR also introduces reference to automatic data processing systems to assist in the accurate compilation, analysis, and reporting of Real Property and Facility Utilization data. In general, however, NASA`s formal Real Property records will continue to be hard copy documents as required by statutes, regulations, and prudent legal considerations.
