MIL-HDBK-1013/14, DEPARTMENT OF DEFENSE HANDBOOK: SELECTION AND APPLICATION OF VEHICLE BARRIERS (01 FEB 1999)., This handbook is to be used during the engineering design of Department of Defense (DOD) facilities to ensure that engineers and security personnel select a vehicle barrier system that will optimize performance and cost. This handbook describes a process for selection and placement of vehicle barriers, along with criteria for the design, selection, installation, operation, and maintenance of security barrier systems, that will effectively stop and/or detect penetration by explosive-laden vehicles through the perimeter of a protected area. These systems include both passive (e.g., static or non-movable) perimeter barriers and active (e.g., operational for access control) barriers at entrance portal locations. There are a wide variety of active commercial barriers and options available; therefore, the material presented in this handbook is designed to support the selection of systems offered by these commercial sources.
