TM 5-691, TECHNICAL MANUAL: UTILITY SYSTEMS DESIGN REQUIREMENTS FOR COMMAND, CONTROL, COMMUNICATIONS, COMPUTER, INTELLIGENCE, SURVEILLANCE, AND RECONNAISSANCE (C41SR) FACILITIES (15 DEC 2000)., This manual shall be used in the engineering design, fabrication, and installation of specifically designated fixed ground-based facilities in a threat-hardened C41SR network. Minimum performance requirements are prescribed for the design of highly reliable utility systems that will permit C41SR operation free from man-made threats. This manual applies to both new construction and to retrofit of existing facilities. Use of the manual for threat protection of other ground-based communications-electronics facilities that require high reliability is also encouraged.
