The principal causes of roof failures are discussed and measures are recommended for correcting problems for various types of roofing. The maintenance standards prescribed have been established to protect Government property with an economical and effective expenditure of maintenance funds commensurate with the functional requirements and the planned future use of the facilities. The technical procedures outlined herein were developed from the best sources available in indus- try, the National Bureau of Standards, and the Military Departments. The publication furnishes guidance for the maintenance forces in the field who will do the work and is designed for use in the performance of their work. The use of the systems and procedures described in this publication by personnel who have the responsibility for project preparation and supervision, specifications, procurement, inspection, storage, issue, application, and safety, should assure uniform, economical, and satisfactory roof maintenance and repair.

TM 5-618, TECHNICAL MANUAL PAINTS AND PROTECTIVE COATINGS, This technical manual, prepared by the Army, the Air Force, and the Naval Facilities Engineering Command, furnishes complete, uniform information and establishes standard practices for the painting of buildings, structures, and other fixed equipment at DOD installations. Since performance inspection, scheduling, and detailed recordkeeping are keys to job success, the manual explains the various components of these tasks and provides sample forms for this purpose. Information on the preparation of surfaces, the selection, preparation, and application of coating systems; and the types of coatings used for special purposes and repairs is given. Separate chapters discuss procedures for painting signs and traffic and obstruction markings as well as onsite health hazards and safety measures. The appendices provide a glossary of terms, painting record forms, comparisons of paint and cleaning solvents, painting material specifications, a listing of recommended coating systems for all surfaces, and a breakdown of the dry film thicknesses of the primer/top coat systems.

These factors can be determined by using PAVER as described in this manual. The use of PAVER by personnel who have the responsibility for pavement maintenance should assure uniform, economical, and satisfactory surfaced area maintenance and repair.

The text includes general principles of maintenance and repair for use by all activities designated to maintain pavements in a condition suitable for their intended use. The servicing functions of sweeping, snow removal, and ice control described in this manual are applicable to the Army and Navy activities only.

The purpose of this manual is to guide facility managers through the Failure Mode, Effects and Criticality Analysis (FMECA) process, directing them how to apply this type of analysis to a command, control, communications, computer, intelligence, surveillance, and reconnaissance (C4ISR) facility. These facili- ties incorporate several redundant systems used to achieve extremely high availability that require spe- cialized tools, which are described in this manual, to conduct an accurate analysis. The information in this manual will provide the facility manager the necessary tools needed to conduct a realistic approach to establish a relative ranking of equipments' effects on the overall system. The meth- ods used in this manual have been developed using existing concepts from various areas. These methods include an easy to use evaluation method to address redundancy's affect on failure rates and probability of occurrence. Because a C4ISR facility utilizes numerous redundant systems this method is very useful for conducting a FMECA of a C4ISR facility. Examples will be provided to illustrate how this can be ac- complished by quantitative (with data) or qualitative means (without data). Although heating, ventilation and air conditioning (HVAC) systems are used as examples, the FMECA process can be applied to any electrical or mechanical system.

These repairs may be temporary and may not restore full performance capability.
