applying the principles of limited vulnerability design (LVD) to the utility systems for command, control,
communications, computer, intelligence, surveillance, and reconnaissance (C4ISR) facilities. It will also
provide generic guidance to agencies responsible for the planning, design, and installation of such sys-
tems in C4ISR facilities. The utility systems for C4ISR facilities include those providing heating, cool-
ing, ventilation, water, sanitation, and electrical service to the mission-critical loads within the facilities as
well as their associated control systems.

TM 5-617, TECHNICAL MANUAL FACILITIES ENGINEERING MAINTENANCE AND REPAIR OF ROOFS. This manual prescribes the policy, criteria, and procedures for maintaining and repairing roofs at military installations. The principal causes of
roof failures are discussed and measures are recommended for correcting problems for various types of roofing.
The maintenance standards prescribed have been established to protect
Government property with an economical and effective expenditure of
maintenance funds commensurate with the functional requirements and
the planned future use of the facilities. The technical procedures
outlined herein were developed from the best sources available in indus-
try, the National Bureau of Standards, and the Military Departments.
The publication furnishes guidance for the maintenance forces in the
field who will do the work and is designed for use in the performance
of their work. The use of the systems and procedures described in this
publication by personnel who have the responsibility for project preparation and supervision, specifications, procurement, inspection, storage, issue, application, and safety, should assure uniform, economical,
and satisfactory roof maintenance and repair.

TM 5-618, TECHNICAL MANUAL PAINTS AND PROTECTIVE COATINGS, This technical manual, prepared by the Army, the Air Force, and the Naval
Facilities Engineering Command, furnishes complete, uniform information and
establishes standard practices for the painting of buildings, structures, and
other fixed equipment at DOD installations. Since performance inspection,
scheduling, and detailed recordkeeping are keys to job success, the manual
explains the various components of these tasks and provides sample forms for
this purpose. Information on the preparation of surfaces, the selection,
preparation, and application of coating systems; and the types of coatings
used for special purposes and repairs is given. Separate chapters discuss
procedures for painting signs and traffic and obstruction markings as well as
onsite health hazards and safety measures. The appendices provide a glossary
of terms, painting record forms, comparisons of paint and cleaning solvents,
painting material specifications, a listing of recommended coating systems for
all surfaces, and a breakdown of the dry film thicknesses of the primer/top
coat systems.

TM 5-623, TECHNICAL MANUAL PAVEMENT MAINTENANCE MANAGEMENT (NOV 1982)., The purpose of this manual is to describe a pavement
maintenance management system (PAVER) for use at
military installations. This system is available in either a
manual or computerized mode. The maintenance
standards prescribed should protect Government
property with an economical and effective expenditure of
maintenance funds commensurate with the functional
requirements and the planned future use of the facilities.
The majority of pavements on Army installations were
built many years ago, and thus, many have reached their
economic design life. Because of limited maintenance
funds, timely and rational determination of maintenance
and repair (M&R) needs and priorities are very important
factors. These factors can be determined by using
PAVER as described in this manual. The use of PAVER
by personnel who have the responsibility for pavement
maintenance should assure uniform, economical, and
satisfactory surfaced area maintenance and repair.

maintenance and repair of roads, streets, parking and
open-storage areas, walks, airfields, and similar traffic
areas at Army, Navy, and Air Force installations.
Methods used in accomplishing maintenance and repair
work are described. Navy policy in these areas is given
in OPNAVINST 11010, 20E. The materials, methods,
and equipment cited in this manual represent the most
predominate types used in the construction industry.
Locally available materials, methods, or equipment not
cited in this manual can be used when experience
warrants. The text includes general principles of
maintenance and repair for use by all activities
designated to maintain pavements in a condition
suitable for their intended use. The servicing functions
of sweeping, snow removal, and ice control described in
this manual are applicable to the Army and Navy
activities only.

The maintenance standards prescribed should protect
Government property with an economical and
effective expenditure of maintenance funds commensurate
with the functional requirements and
the planned future use of the facilities. Because of
limited maintenance funds, timely and rational
determinations of maintenance and repair (M&R)
needs and priorities are very important factors.
These factors can be determined by using the

are included for customizing the program to meet
the specific needs of each installation. The recommended
inspection questions that are provided in the
tables should be used by staff to inspect the CDC play
area using specialized tools, procedures, and techniques
described in this manual. Maintenance schedules
for all elements within the CDC play area are keyed
to the recommended inspection questions that apply to
those elements and are provided in the tables in appendix
E. These schedules are references for correcting
identified hazards. Procedures for reporting and managing
hazards and for keeping complete and accurate
records are described.

developing cost-effective preventive maintenance programs for a wide variety of systems and equipment.
It specifically focuses on developing PM programs for electrical and mechanical systems used in
command, control, communications, computer, intelligence, surveillance, and reconnaissance (C4ISR)
facilities based on the reliability characteristics of those systems and economic considerations, while
ensuring that safety is not compromised. The process for developing such a PM program is called

TM 5-698-4, TECHNICAL MANUAL FAILURE MODES, EFFECTS AND CRITICALITY ANALYSIS (FMECA) FOR COMMAND, CONTROL, COMMUNICATIONS, COMPUTER,INTELLIGENCE, SURVEILLANCE, AND RECONNAISSANCE (C4ISR) FACILITIES. The purpose of this manual is to guide facility managers through the Failure Mode, Effects and Criticality
Analysis (FMECA) process, directing them how to apply this type of analysis to a command, control,
communications, computer, intelligence, surveillance, and reconnaissance (C4ISR) facility. These facili-
ties incorporate several redundant systems used to achieve extremely high availability that require spe-
cialized tools, which are described in this manual, to conduct an accurate analysis. The information in this manual will provide the facility manager the necessary tools needed to conduct a
realistic approach to establish a relative ranking of equipments' effects on the overall system. The meth-
ods used in this manual have been developed using existing concepts from various areas. These methods
include an easy to use evaluation method to address redundancy's affect on failure rates and probability of
occurrence. Because a C4ISR facility utilizes numerous redundant systems this method is very useful for
conducting a FMECA of a C4ISR facility. Examples will be provided to illustrate how this can be ac-
complished by quantitative (with data) or qualitative means (without data). Although heating, ventilation
and air conditioning (HVAC) systems are used as examples, the FMECA process can be applied to any
electrical or mechanical system.

guidelines for battlefield repairs on tactical vehicles under the forward support
maintenance concept during combat. The purpose of battlefield damage assessment and repair (BDAR) is to rapidly
return disabled tactical wheeled vehicles to the operational commander by
expediently fixing, bypassing, or jury-rigging components to restore the minimum
essential systems required for the support of the specific combat mission or to
enable the vehicle to self-recover. These repairs may be temporary and may not
restore full performance capability.
